OFPP’s FAR Overhaul: BIC Contracts Could Become the Default—Are You Positioned?

The Office of Federal Procurement Policy (OFPP) is moving to make Best-in-Class (BIC) contracts effectively mandatory for most common requirements as part of a larger Federal Acquisition Regulation (FAR) overhaul. The goal: curb duplicative multiple-award vehicles and push agencies toward governmentwide solutions with proven performance, pricing, and data. For contractors, that likely means fewer new stand-alone IDIQs, more competition inside established BIC vehicles, and rising importance of teaming and on-ramps. Expect new criteria for what qualifies as BIC, along with guidance on exceptions and category management metrics. If you’re not on a BIC (or aligned with primes that are), capture strategy and pipeline planning should adjust now. Agencies may still use exceptions for mission-unique buys, but the trend line is consolidation. Start mapping your SKUs/services to existing BIC vehicles and assess gaps in past performance, pricing benchmarks, and small-business utilization so you’re ready when the rule text drops.
